The Consumer Choices Option (CCO) is an Iowa Medicaid program designed for Iowans with disabilities and older Iowans. CCO provides individuals who receive services through Home and Community-Based Services (HCBS) waivers with greater flexibility and control over how their services are delivered.


The CCO program gives the member control over their Medicaid waiver dollars so they can develop a plan to meet their needs by directly hiring their own employees or purchasing their services. Members may choose to work with an Independent Support Broker (ISB). If selected, the ISB assists the CCO member in developing a budget based on the monthly funding approved by the member’s case manager.


To participate in the CCO program, individuals must:

  • Live in the state of Iowa
  • Receive Medicaid funding through an HCBS waiver
  • Be referred by a case manager

Veridian Fiscal Solutions partners with the Consumer Choices Option program as the Financial Management Services (FMS) provider. Veridian Fiscal Solutions has partnered with Iowa Medicaid and the CCO program since 2007, supporting members with employer and financial responsibilities.

Reviewing your Payroll Tax Withholdings

If you are an employee and have not already done so, it is strongly encouraged that you review your current payroll tax withholdings. If any changes are required, you will want to submit a W-4 to Veridian as soon as possible.

You can obtain a blank copy of the W-4 on our website under Help -> Forms and Resources -> Forms.

Important: if you filed as “exempt” for your payroll tax withholdings in a calendar year and intend to do so for the next calendar year, you are required to submit a W-4 claiming “exempt” to Veridian no later than February 15. Failure to do so will result in any payroll issued to you after this date being taxed at the single filing rate.
